If the back is a low cut , you can do a half up style or all up if it is formal, if it is semi formal all down is okay as well, tumbling curls would be beautiful with some bangs hanging down.
As for your make up. I would make your eye make-up the point of interest. A nice smokey eye with dark grays and silvers, with a light pink cheek and lips, maybe nude lips what ever would look better with your skin tone. If you use false lashes that look natural to enhance your lash line it would look amazing as well!!!!

ummm i think you should probably put a picture up of the dress but...form what your question asks
i would say leave the hair down and put in soft curls. i usually wash my hair, let it air dry for 20 minutes then put it in a high messy bun and tease the crown of my hair do theres volume at the top and bottom. then leave it in for several hours [overnight is best] and you hair should be damp to almost dry. then spray the bottom of the hair with garniers wonder waves wave-enhancing spray which is really light. and then spray the crown with garniers XXL root booster which is a volumizing hair spray thats thick and kinda gelly but does volumize. this kinda gives you the mermaid-y look that goes with your dress for a beachy but classy hairdo.
for makeup i think nude lips or normal colored lips is good. i like using a chapstick before applying lip makeup like carmex or use an alternative like a moisturizing lipstick like covergirls moisturizing lipstick which is the clear stuff that you normally use over a 24-hour colored lipstick. that clear moisturizing stick can be used alone for natural but soft lips that makes your lips shiny and glossy that also plumps the lips too or as a base for colored lip makeup. the nude color i like is estee lauders ultra brilliance high gloss in 03 honey thats a really shimmery but pretty nude color if your a bit tan like i am. i would use a compact to even out your skin tone, i like using covergirls freshlook in 320 translucent honey but idk how tan you are. umm then use a loose brush to dust on a bit [and i stress a little bit because you dont want to look too shimmery] of bronzing powder like NYCs sun 2 sun bronzing powder in bronze gold over your face and also maybe your neckline for an all over glow. eyes ummm, mascara of course, i like using maybellines define a lash volume mascara hydrofuged [waterproof] which is a hot pink tube in very black on top and bottom lashes [2 coats] then go over it with lash blast luxe in any of the colors except black cabernet because black cabernet is a red shimmery mascara while the other 3 [black platinum, black emerald and black royale] could match your dress. i personally like black platinum because it goes with everything and it comes in a bigger pink tube. i would use covergirls perfect blend kohl eyeliner pencil and then maybe a pretty green, dark blue, or smoky eye shadow since these colors maybe go with your dress and would kinda go with a mermaid-y theme- but thats just me :]
