I'm pretty sure that something along the lines of washing your hair, putting some sort of styling product, like mousse or gel, in it while its wet and then putting it in those huge curlers (big plastic ones) and letting it either dry naturally or drying with a blow drier (may frizz tho) can give that effect. I'm not sure though, never tried that. When your hair dries you can separate the big curls into smaller ones and then hair spray over the top to make then stay that way.
